How to Flatten a PDF: Lock Down Forms, Annotations & Interactive Fields

Need to make sure form fields and annotations can't be changed? Learn how to flatten a PDF to permanently convert interactive elements into static content.

You fill out a PDF form with your name, address, and signature. You email it to someone. They open it, click on the signature field, and accidentally delete your signature. Or worse — they intentionally change one of your answers.

This happens because interactive PDF form fields are editable by design. Text fields, checkboxes, dropdowns, and annotations can all be modified by anyone who opens the file.

The solution is flattening. When you flatten a PDF, all interactive elements are permanently "burned" into the page as static content. The visual result looks exactly the same, but nobody can click on, modify, or delete any of the fields.

Our free Flatten PDF tool does this in seconds.

What Does Flattening Actually Do?

Think of a PDF with form fields as having two layers:

  1. The Page Layer: The background content — text, images, and design that you cannot edit.
  2. The Interactive Layer: Form fields, annotations, comments, stamps, and markup that sit on top and can be clicked and changed.

Flattening merges these two layers into one. The form data and annotations are permanently printed onto the page layer. They still look the same, but they can no longer be selected, edited, or removed.

When Should You Flatten a PDF?

  • Before Sending Signed Documents: Ensure your signatures, initials, and filled form data cannot be altered after you send them.
  • Before Printing: Some printers have trouble rendering interactive form fields. Flattening guarantees the printed version looks exactly like the screen version.
  • For Legal Archival: Courts and regulatory bodies often require that submitted documents be non-interactive to prevent tampering.
  • Before Sharing Publicly: If you are publishing a filled-out template or completed form, flattening prevents recipients from accidentally modifying your data.
  • To Reduce File Size: Interactive layers add data overhead. Flattening removes this, which can result in a smaller file.

What Gets Flattened?

Our tool converts all of the following into static content:

  • Text Fields: Typed answers in fillable forms.
  • Checkboxes & Radio Buttons: Selected and unselected states are locked in.
  • Dropdown Menus: The currently selected option becomes permanent text.
  • Digital Signatures: Signature fields are embedded into the page.
  • Annotations & Comments: Sticky notes, highlights, strikethroughs, and text comments.
  • Stamps & Markup: Approval stamps, review marks, and drawings.

How to Flatten Your PDF

  1. Upload: Navigate to the Flatten PDF tool and drop your file(s) into the browser. You can upload multiple files at once for batch processing.
  2. Process: Click "Flatten PDF." The tool merges all interactive layers into the static page content.
  3. Download: Save your flattened file(s). If you uploaded multiple files, they will be packaged as a convenient ZIP download.

Important: Flattening Is Permanent

Once a PDF is flattened, the interactive elements cannot be restored. The form fields, annotations, and comments are now just pixels on the page — they cannot be clicked, selected, or edited by anyone.

This is the entire point of flattening, but it also means you should:

  • Keep the original file as a backup in case you need the interactive version later.
  • Review the PDF carefully before flattening to ensure all fields are filled correctly.

Flatten vs. Protect: What Is the Difference?

Feature Flatten PDF Protect PDF
What it does Converts interactive elements to static content Adds password encryption
Can fields be edited? No — they no longer exist as fields Yes — if the user knows the password
Reversible? No Yes (with the password)
Best for Final submissions, printing, archival Restricting access to the file

If you want to prevent all editing (not just form fields), consider combining both: flatten first, then Protect PDF with a password.
